About Us

One Roof, Many Journeys

The Sam Ratulangi Student Dormitory belongs to the Provincial Government of North Sulawesi and is run together with the provincial Liaison Agency. Since its founding it has been the landing place for Sulut students studying in Bandung.

How We Got Here

  1. 1983

    The community forms

    North Sulawesi students in Bandung begin gathering as one extended family, the seed the dormitory grew from.

  2. 1997

    The building opens

    The dormitory on Jl. Banda No. 2 is inaugurated on 18 December 1997 by the Governor of North Sulawesi, C.J. Rantung.

  3. 2017

    The building ages

    Its condition draws press attention: a leaking roof, cracked walls, and bathrooms in need of thorough repair.

  4. 2018

    Officials take notice

    Visits from regional officials, including the Mayor of Manado, highlight the upkeep these students need.

  5. 2025

    A renovation promised

    The Governor of North Sulawesi visits on 7 November 2025 and pledges a full programme: shared facilities, more comfortable rooms, and reorganised study areas.

  6. 2026

    Under renovation

    Temporary room assignments are in place while work proceeds, with dormitory life and bookkeeping carrying on throughout.

Announcements from the committee and press coverage of the Sam Ratulangi dormitory in Bandung.

  1. Announcement

    Temporary room assignments during renovation

    As the refurbishment programme begins, the committee has put temporary room assignments in place. Affected residents have been listed and placements arranged with the Head of Dormitory. Because these moves are recorded separately from the recommendation letters, some residents are living in a room other than the one their permit names.

    North Sulawesi Governor visits and pledges a major renovation

    Governor Yulius Selvanus visited the dormitory on Jl. Banda No. 2 with provincial officials and set out plans for a full refurbishment: repairs to shared facilities, more comfortable rooms, and reorganised study areas. Residents thanked the province for its attention to education.

    Provincial parliament committee criticises renovation quality

    Visiting the Jl. Banda dormitory, Commission IV of the North Sulawesi parliament heard complaints that rooms refurbished with provincial budget funds had deteriorated again within a year. The commission urged the Liaison Agency to monitor each provincially owned dormitory regularly.

House Rules of the "Sam Ratulangi Bandung" Student Dormitory, 2025-2026

Article 1Residents
  1. 1.

    Residents are active bachelor, master, or doctoral students at public or private universities who have met all administrative requirements, hold a Liaison Agency recommendation letter, and have coordinated with the committee.

  2. 2.

    Each newly admitted resident occupies a room intended for two people.

  3. 3.

    An approved applicant has at most one month to move in, after which they go onto the waiting list.

  4. 4.

    A graduate has at most 75 days after graduation to leave. Beyond that the permit no longer applies and they are treated as a guest, at the applicable rate.

  5. 5.

    A resident may keep at most one pet, with the committee’s knowledge and the agreement of all residents. The owner is responsible for the animal’s welfare and cleanliness and for the comfort of others.

  6. 6.

    Residents must tell the committee when they will be away temporarily.

Article 2The Committee
  1. 1.

    The committee are residents who coordinate the household and liaise with the Liaison Agency: a Chair, a Secretary, and a Treasurer.

  2. 2.

    The Chair is chosen at a residents’ meeting; the Chair then appoints the Secretary and Treasurer.

  3. 3.

    The Chair is a doctoral student; if no doctoral student is willing, a master’s student may be chosen.

  4. 4.

    Committee duties:

    1. a.The Chair coordinates residents and acts as the link to the Liaison Agency.
    2. b.The Secretary assists with administration.
    3. c.The Treasurer assists with managing funds.
  5. 5.

    A term runs one year, from November to November.

  6. 6.

    The Chair may not serve consecutive terms.

  7. 7.

    If a committee member is away from Bandung their duties pass to another committee member in residence; if all are away, to another willing resident.

  8. 8.

    Committee and residents draw up a work programme together at the start of the term, and the committee carries out what was agreed.

  9. 9.

    The committee accounts for its programme in a written report at the end of the term.

  10. 10.

    Decisions of common concern are taken by deliberation with all residents.

Articles 3-4Rooms and Inventory
  1. 1.

    Ground floor rooms are for men; first floor rooms are for women.

  2. 2.

    Single and double occupancy on both floors is arranged by the committee in the attached plan.

  3. 3.

    The committee records and safeguards the inventory; every room has its own inventory list.

  4. 4.

    Residents must care for dormitory property and may use it responsibly.

  5. 5.

    A departing resident must report the condition of their room’s inventory to the committee.

Article 5Facilities
  1. 1.

    Residents may responsibly use electricity, water, a freezer, refrigerator, washing machine, cooking equipment, projector, speakers, printer, and internet.

  2. 2.

    Residents must look after the facilities.

  3. 3.

    Damage caused deliberately is the responsibility of the resident who caused it.

  4. 4.

    The washing machine costs Rp5,000 to wash and Rp5,000 to dry. Printing costs Rp500 per sheet using dormitory paper, Rp250 using your own, and Rp300 to take paper.

Article 6Personal Property
  1. 1.

    Residents look after their own belongings.

  2. 2.

    Using another resident’s property requires their permission.

  3. 3.

    Lock your door and switch off the power when you leave. If you will be away more than three days, hand your key to the committee.

  4. 4.

    The committee is not responsible for valuables lost from rooms.

  5. 5.

    Personal property donated to the dormitory requires a deed of gift.

Article 7Cleanliness
  1. 1.

    Residents in Bandung must keep themselves and the dormitory grounds clean.

  2. 2.

    Residents keep the bathrooms, toilets, kitchen, washing-up area, and dining room clean.

  3. 3.

    Communal work days are scheduled by the committee as needed and are compulsory for all residents.

  4. 4.

    The cleaning rota is set by the committee. Missing your turn incurs a penalty.

  5. 5.

    Rubbish must be taken out daily.

  6. 6.

    The committee may carry out a monthly spot check of cleanliness and room condition.

  7. 7.

    Grounds outside the rota, the guest room, and the dormitory tableware are the committee’s responsibility.

Article 8Safety and Conduct
  1. 1.

    Residents keep harmony, family spirit, and help one another.

  2. 2.

    Residents look after shared safety in and around the dormitory.

  3. 3.

    No activity that disturbs other residents, except a thanksgiving held by a resident.

  4. 4.

    Residents may hold a key to the main entrance with the committee’s knowledge.

  5. 5.

    Residents may not bring an unmarried partner into any room, including the guest room.

  6. 6.

    Residents hosting an overnight guest must tell the other residents.

  7. 7.

    Delivery couriers may come no further than the reception room.

Articles 9-10Coordination and the Multipurpose Room
  1. 1.

    The committee reports administration and the use of financial subsidy to the Liaison Agency. Residents may join Liaison Agency activities.

  2. 2.

    The multipurpose room may be rented out with committee permission, except during regular religious activities. Rental hours are 07.00-22.00.

  3. 3.

    Multipurpose room rates:

    1. a.Under two hours: from Rp200,000.
    2. b.Up to five hours: from Rp600,000.
    3. c.Each additional hour: Rp150,000.
    4. d.Cleaning is the renter’s responsibility, or a Rp85,000 cleaning fee applies.
  4. 4.

    Money from the multipurpose room is handled by the Treasurer.

Article 11Overnight Guests
  1. 1.

    The guest room is offered first to residents’ family members, reported in advance to the committee and coordinated with the Liaison Agency.

  2. 2.

    Other guests are accommodated in order of booking with the committee.

  3. 3.

    Guests report to the committee on arrival and departure, follow the house rules, and pay the applicable rate.

  4. 4.

    Immediate family staying in a resident’s own room stay free for up to seven days; beyond that Rp15,000 per room per day applies.

  5. 5.

    Other guests sharing a resident’s room stay free for up to three days; beyond that Rp25,000 per person per day applies.

  6. 6.

    The guest room is a ground floor room with its own toilet, at Rp100,000 per night.

  7. 7.

    Immediate family in the guest room stay free up to three days; beyond that half the normal rate applies (except children under five), up to a maximum of 14 days.

  8. 8.

    Guest room stays are capped at 14 days so others get a turn.

Article 12Dormitory Finances
  1. 1.

    A joining fee of Rp1,500,000 per new resident, non-refundable.

  2. 2.

    Residents pay dues of Rp125,000 per person per month.

  3. 3.

    Dues may be raised each year by agreement at the annual meeting.

  4. 4.

    Dues are paid within the current month.

  5. 5.

    All income and spending is recorded in the cash book.

  6. 6.

    Finances are accounted for monthly, or whenever needed, at the residents’ meeting.

  7. 7.

    Worship offerings are held separately by the Treasurer.

  8. 8.

    Dues may not fall more than two months behind.

  9. 9.

    Committee members are exempt from dues while serving.

Article 13Residents’ Meetings
  1. 1.

    Meetings are held monthly, at the end of each committee term, and in emergencies.

  2. 2.

    All residents must attend the monthly and end-of-term meetings.

  3. 3.

    Residents who cannot attend must give the committee a clear reason.

  4. 4.

    Missing a meeting without good reason incurs a sanction.

  5. 5.

    Valid reasons are: illness, academic commitments, family, religious activity, and being outside Bandung.

Article 14Sanctions
  1. 1.

    For missing meetings:

    1. a.Once without good reason: a verbal warning.
    2. b.Twice: a written warning.
    3. c.Three times: the committee recommends removal to the Liaison Agency.
  2. 2.

    A resident more than two months behind on dues faces:

    1. a.A verbal warning.
    2. b.A written warning, raised at the monthly meeting.
    3. c.Signing a formal undertaking.
  3. 3.

    Missing a cleaning duty incurs a Rp20,000 fine.

  4. 4.

    A guest who disturbs residents will be asked to leave.

  5. 5.

    Other breaches and sanctions are decided by residents’ deliberation.

Article 15Closing
  1. 1.

    A decision is valid if half the residents present in Bandung plus one attend. If quorum is not met within an hour of the appointed time, the quorum requirement is waived.

  2. 2.

    Residents who miss a meeting are bound by the decisions taken.

  3. 3.

    These rules bind every resident of the Sam Ratulangi dormitory.

  4. 4.

    These rules take effect on the date set, and any error found later will be corrected accordingly.

Rules for Occupying the North Sulawesi Student Dormitory "Sam Ratulangi"

North Sulawesi Provincial Liaison Agency

Points 1-4Eligibility to Reside
  1. 1.

    Students eligible to reside in the dormitory are those holding permission or a recommendation from the Head of the Regional Liaison Agency, evidenced by a recommendation letter and other requirements.

  2. 2.

    The Head of Dormitory is appointed by decree of the Head of the Regional Liaison Agency, must serve as an example and leader to residents, and may not admit a new resident before the Liaison Agency has approved a recommendation.

  3. 3.

    A recommendation issued to a new student is valid for one month. If the student has not taken up a room within that month, the recommendation lapses and is void.

  4. 4.

    The length of stay is limited as follows:

    1. a.Bachelor (S1): at most four years from the month studies begin.
    2. b.Master (S2): at most two years from the month studies begin.
    3. c.Doctorate (S3): at most three years from the month studies begin.
    4. d.If studies are unfinished, a resident may reapply at the latest three months before their stay ends.
    5. e.If the stay has ended, studies continue, and no new application is made, the resident must leave promptly.

Points 5-9Reporting, Assets, and Rooms
  1. 1.

    The Head of Dormitory must report monthly on the state of the dormitory: rooms empty and occupied, which students are still studying, researching, or finished, and the physical condition of the land and building.

  2. 2.

    Residents must protect provincial government property: no structural or design changes, no damage, no removing or exchanging assets without approval from the Liaison Agency through the Head of Dormitory.

  3. 3.

    Residents may not live in the dormitory with family, a spouse, or children, even if both are students. Residents may not bring guests of any gender into their rooms.

  4. 4.

    Where a guest room exists, it is not for the use of resident students.

  5. 5.

    Each room accommodates two residents.

Points 10-17Hours, Guests, and Living Together
  1. 1.

    Entry and exit hours: residents 06.00-22.00 local time, guests 16.00-18.00. Residents must notify the Head of Dormitory if they need to come or go outside these hours.

  2. 2.

    Where space allows, an overnight guest may stay one day; immediate family (parents, spouse, children, siblings) two days, with the approval of the Head of Dormitory and reported to the Liaison Agency.

  3. 3.

    A resident leaving for more than 24 hours for academic leave, research, or holiday must report in writing to the dormitory coordinator, attaching university evidence and the length of absence.

  4. 4.

    A departing resident may not hand their room directly to a newcomer. The key goes to the dormitory coordinator with a stamped written statement that the room and its assets are in good condition.

  5. 5.

    Every resident must keep their own room and the area in front of it clean.

  6. 6.

    Residents are expected to keep good relations with one another, avoid conflict, uphold a family spirit, and are forbidden to bring or use narcotics, to be drunk, or to commit indecent acts in the dormitory.

  7. 7.

    Residents must maintain good relations with the neighbourhood and local government, and respect local norms, customs, and regulations.

  8. 8.

    For cleanliness and comfort, keeping animals is forbidden, except for security reasons: a dog kept caged or tied, no more than one, with the approval of the Head of Dormitory.

Points 18-23Management, Sanctions, and Closing
  1. 1.

    The Head of Dormitory is an active civil servant or administrative contract staff member of the Liaison Agency, appointed and dismissed by its decree.

  2. 2.

    A resident who repeatedly breaches these rules, as reported by the Head of Dormitory and after three written warnings from the Liaison Agency, may no longer live in the dormitory and agrees to move out voluntarily.

  3. 3.

    Residents should raise any issue concerning facilities or infrastructure with the Head of Dormitory and the Liaison Agency asset management division.

  4. 4.

    Residents must obey the rules agreed by all residents. Disputes should be settled by consensus.

  5. 5.

    Matters not covered here will be settled later by the Liaison Agency, in consultation with the Head of Dormitory.

  6. 6.

    These regulations take effect from the date of issue.

Where the documents disagree

The two documents differ on pets. Liaison Agency regulation 17 forbids keeping animals except for security reasons, while House Rules Article 1(5) permits one pet with the agreement of all residents. The difference is shown as-is; the final call rests with the Head of Dormitory and the Liaison Agency.

The dormitory is open to active students from North Sulawesi studying in Bandung, once they hold a recommendation from the Liaison Agency.

Who Can Apply

  • An active bachelor, master, or doctoral student at a public or private university in Bandung.
  • From North Sulawesi, holding a recommendation letter from the Head of the Regional Liaison Agency.
  • Has met all administrative requirements and coordinated with the dormitory committee.
  • Willing to share a room with one other resident and to follow both rule documents.
  • Will not bring family, a spouse, or children to live in the dormitory.

How to Apply

    Submit your application

    Send your details, proof of active student status, and study plan through the form on this page.

  2. 2

    Liaison Agency recommendation

    The committee forwards your file to the North Sulawesi Liaison Agency for a recommendation letter.

  3. 3

    Move in within one month

    The recommendation is valid for one month. Miss it and the recommendation lapses and you join the waiting list.

  4. 4

    Room handover

    The committee records the room inventory with you, then you pay the joining fee and begin monthly dues.
